　What Makes Jinjiang the Fourth County Tiger of China?

On the list of the top 100 counties by GDP in China in 2020 released on May 10th, Jinjiang ranked the fourth, making it the fourth county tiger among counties nationwide in terms of economy for the first time.

Confronted with the challenges brought by the COVID-19 outbreak, all sectors of Jinjiang make concerted efforts to fight the disease, innovating and developing the "Jinjiang Experience", accelerating the efforts in building it into an international city of innovation and quality, enhancing its quality and taste.

NO.1 Resolution to Forge ahead in All Weathers

On May 18th, the Jinjiang industry online live broadcast festival entitled “Quality Products Made in Jinjiang” was launched. Within one day, a new wave of consumption upsurge was set off by a series of online live broadcast activities with rich contents and novel forms on the platforms of the towns. This is an aspect of Jinjiang Party Committee and Government’s practical and effective measures to help the enterprises weather the adversity incurred by the COVID-19 epidemic.

The real economy is the treasure of Jinjiang. In 2019, the output value of Jinjiang sports manufacturing industrial enterprises above designated size exceeded 200 billion yuan for the first time with an increase of 9.1%, becoming the first industry in Jinjiang with an output value exceeding that figure. Anta Group's annual revenue reached nearly 34 billion yuan, with a year-on-year growth of more than 40%, and a double-digit growth of revenue and net profit for six consecutive years. Xtep achieved the best performance in history, with revenue of 8.183 billion yuan and a net profit of 728 million yuan. 361° made a net profit of 432.4 million yuan, with a drastic year-on-year growth of 42.4%, the highest in the past five years.

The brilliant achievement above is attributed in part to the timely adaptation and effective guidance of Jinjiang Party Committee and Government.

After the ending of NPC and CPPCC last year, Jinjiang trade delegations visited the Philippines, Indonesia, Vietnam and other countries along the Belt and Road for sister city talks and trade cooperation, expanding the overseas markets for Jinjiang's enterprises. One month after the trade delegation returned from Southeast Asia, Jinjiang held a symposium, inviting representatives of entrepreneurs for exchange and discussion. It has become the consensus between the Jinjiang government and the enterprises to speed up the upgrading of the whole chain and the whole process, to consolidate the industrial chain and to gather new advantages.

The government and enterprises in Jinjiang make concerted efforts and forge ahead in all weathers. In order to expand and strengthen the two traditional competitive industries of sports goods and textile clothing, Jinjiang has organized over 10 activities of supply-demand capacity connection and management innovation since the end of August last year. On the platform set up by the government, more than 18 brand enterprises have signed agreements with 18 OEM enterprises and raw material suppliers. Meanwhile, Jinjiang has also issued and implemented 12 stimulus and supportive policies for economic development, providing a package of preferential policies for the development of enterprises.

"The epidemic just brings forward what would come sooner or later. The more difficult the situation is, the more essential it is for us to adhere to the long-term principle. In any case, globalization is Anta Group's long-term vision and mission, which will not be changed.” At the time of the epidemic, such remarks of Ding Shizhong, Chairman of Board of Directors of Anta Group, manifest Jinjiang’s confidence and resolution to develop the real economy.

NO.2 Enhancement of City Quality and Taste

Medical service is the core index of a quality city. Due to the shortcomings in medical and educational resources, Jinjiang has been confronted with the problem of being unable to retain high-end talents despite its rapid industrial development over the years. How to solve the problem quickly, improve the city quality and retain the high-end talents needed for the industrial development have always been the focuses of the consideration and practice of Jinjiang Party Committee and Government.

On May 16th, Li Lanjuan, an academician of the Chinese Academy of Engineering and member of the high-level expert group of the National Health Commission, put on a doctor’s gown and went to check the patients' condition in the 12th ward of Jinjiang Municipal Hospital. This is part of the high-end medical resources accessible to an ordinary citizen after the introduction of Shulan Health to Jinjiang .

In February 2019, Xie Liyun, the first principal Jinjiang recruited nationwide, officially took office of the principal of Jinjiang Experimental Secondary School. After his arrival, there was a significant increase in the number of students who scored 9A in the high school entrance exam that year, and the number of students admitted by the key high schools also exceeded 200. In recent years, more and more education talents like Xie Liyun have settled down and worked in Jinjiang.

Zang Shuliang and Qian Yuqin, a couple who have lived in Jinjiang for more than 8 years, have always considered it a wise choice for them to come to Jinjiang from afar. Before retirement, Zang Shuliang, Qian Yuqin's husband, was a professor and doctoral supervisor of Liaoning University, and she herself was an associate professor. After retirement, they came to Jinjiang from the northeast and devoted themselves to the private education at the invitation of the Board of Directors of Quanzhou Vocational and Technical University. "It is Jinjiang's excellent talent policy and constantly improving city quality that made us determined to stay." Qian Yuqin said.

“Quality” is essential to Jinjiang’s medical service as “level” is to its higher education. It is very rare in China for a county-level city like Jinjiang to have more than three universities, among which are "double first-class" universities such as University of Chinese Academy of Sciences and Fuzhou University.

"The entry of high-level undergraduate education is of great significance." According to the director of Fuzhou University Jinjiang Science and Education Park, on September 5th last year, 240 freshmen from Ocean School of Fuzhou University settled here, including the six majors of electrical engineering and automation, logistics management, water conservancy and hydropower engineering, mechanical design manufacture and automation, biotechnology, electronic information engineering. In the future, Jinjiang will truly become the cradle of college students.

The continuous improvement of city quality and taste has also promoted the construction of high-end talent community and comprehensive business district around the industrial park. At the same time, with the construction of a series of high-quality leisure sports venues, such as Citizen Fitness Center, Football Park, Baxianshan Park, Jinjiang South Bank Ecopark, an optimal working and living environment will be built to better meet the needs of the talents for quality life.

NO.3 Dedication to Innovation and Creation

On May 20th, after engaging in masks production for more than three months, Hengan Group was officially granted with a five-year medical device manufacturing license by the Fujian Medical Products Administration, which means that masks will be added to the regular product lines of Hengan Group in the future, contributing to the company’s expansion into a new market in its category of health products.  

On the evening of May 25th, China Chamber of Commerce for Import& Export of Medicines& Health Products issued Name List of Medical Devices and Supplies Companies with Certification/Authorization from other Countries, in which Jinjiang K-boxing Men's Wear Co., Ltd. was listed, becoming the first and only medical mask manufacturer in Jinjiang to enter the "white list" of export goods certified by the Ministry of Commerce. Jinjiang K-boxing Men's Wear is also the only enterprise in Jinjiang that has been included in the white lists of export goods issued by the National Medical Products Administration and the Ministry of Commerce respectively. This brings Jinjiang the first "passport" to medical masks exportation.

Innovation and creation are the source of vitality of "Jinjiang experience" and the secret to the success of its real economy in the past 40 years of reform and opening up.

On May 15th, the headquarters of Moonx Technology Co., Ltd., a leading domestic driverless enterprise, was set up in Jinjiang. It was another high-quality enterprise introduced to the city this year. Fujian Xintong Technology Co., Ltd., located in the same Creation, Enterprise, Innovation Park as Moonx, has developed its own digital pre-distortion (DPD) chip with intellectual property rights within one year since its residence in the park. The company has applied for more than 40 patents, filling the domestic gap in this field. At present, the samples of first generation products, which are expected to be mass produced this year, have been sent to the downstream customers.

The settlement of Moonx Technology and Xintong Technology symbolizes the epitome of Jinjiang's efforts in recent years to introduce and develop the emerging industry revolving around integrated circuit chip.

"The future is an era of big data and 5G, and we decide to focus on the Artificial Intelligence of Things and its application in shoes and clothing and other fields." Cai Qinglai, President of Sincetech, said that the integrated circuit industry, combined with the existing textile, footwear, clothing, sporting goods and other competitive industries, will find a larger market and expand further into the market.

In the new era, promoting the integration of artificial intelligence and industry is also an important way to enhance regional competitiveness. "The opportunity and development space of new infrastructure lies in the upgrading and transformation of a large number of factories, which is core to the transformation and upgrading of industrial clusters in Jinjiang in the future to achieve in-depth development." said a leader from Quanzhou Guotao Semiconductor Technology Co., Ltd. He also believes that the existing industry provides a broad base for the newly introduced industries of integrated circuit, new material, new energy and etc.

Jinjiang is committed to fostering the leading enterprises, building industry chains, and developing the industry clusters. Nowadays, the whole chain and ecosystem of industries are gradually being constructed here with a total investment of more than 60 billion yuan for the IC industry ecosystem, encompassing IC design, silicon wafer manufacturing, semiconductor assembly and testing, equipment materials, terminal applications, etc.

　跻身全国县域“四小龙”，晋江靠什么？

　　5月10日出炉的2020年全国GDP百强县榜单中，晋江位列全国“百强县”第四名，首次跻身全国县域经济“四小龙”。

　　面对新冠肺炎疫情这场突如其来的大考，晋江各界齐心合力，共同战疫，创新发展“晋江经验”，加快国际化创新型品质城市建设步伐，不断提升城市品质品位。

　　NO.1 顺流逆流 拼劲不松

　　5月18日，“源头好货，晋江制造”——晋江市产业线上直播节启动。一天内，以镇域为平台，一系列内容丰富、形式新颖的线上直播活动，掀起新一波的消费热潮。这是在面对新冠肺炎疫情逆流时，晋江党委政府切实帮扶企业的一朵浪花。

　　实体经济是晋江的传家宝。2019年，晋江市体育制造业规上产值首破2000亿元大关，增长9.1%，成为晋江首个产值超2000亿元的产业。安踏集团全年收益达到近340亿元，同比增长超过40%，营收与净利润连续六年保持双位数增长；特步取得历史最佳业绩，营收81.83亿元，净利润达到7.28亿元；361°实现纯利4.324亿元，同比大增42.4%，增速为近五年来最高。

　　亮丽业绩的背后，也有晋江党委政府顺势而为、积极引导的身影。

　　去年全国两会结束后，晋江经贸代表团赴菲律宾、印尼、越南等“一带一路”沿线国家，开展友城洽谈、经贸合作等活动，为晋江的企业拓展海外市场。晋江经贸代表团从东南亚回来的一个月后，晋江市召开企业家代表座谈会，开展交流探讨。加快全链条、全流程升级，筑牢产业链条，聚合新的优势，成了晋江政企的共识。

　　无论顺流逆流，晋江政企戮力同心，拼劲始终不松。为继续做大做强体育用品和纺织服装这两大传统优势产业，从去年8月底至今，晋江市先后组织了10多场产能供需对接、管理创新活动。在这个政府搭建的平台上，超过18家品牌企业与18家代工企业和上游原辅料供应商签订产能对接协议。与此同时，晋江市还印发实施12份经济发展鼓励扶持政策，为企业发展发送“大礼包”。

　　“疫情只是让该来的提前到来，越是困难的时候我们越要坚持长期主义。无论怎样，全球化是安踏集团长期愿景和使命，不会改变。”安踏集团董事局主席丁世忠面对疫情的这番表态，让人看到了晋江心无旁骛做实体的底气。

　　NO.2 品质品位 提升不断

　　医疗是品质城市的硬核指标。因为医疗和教育资源的短板，这些年，晋江面临着产业壮大但留不住高端人才的难题。如何快速破题，提升城市品质，留住产业发展所需要的高端人才，是晋江党委政府不断思考和实践的重点。

　　5月16日，在晋江市医院十二病区，中国工程院院士、国家卫健委高级别专家组成员李兰娟换上白大褂，走进病房察看患者情况。这是晋江引入树兰医疗集团后，普通市民得以享受到的高端医疗资源。

　　2019年2月，作为晋江面向全国招聘的首位校长谢礼云正式上任晋江实验中学校长。上任之后，晋江实验中学当年中考9A人数明显上升，被一级达标中学录取的学生也突破200人大关。近几年，越来越多的“谢礼云式”教育人才在晋江安居乐业。

　　在晋江生活了8年多的臧树良钱玉琴夫妇，一直认为他们不远万里来到晋江是明智的选择。退休前，钱玉琴的丈夫臧树良是辽宁大学教授、博士生导师，她本人则是副教授。退休后，在泉州理工学院董事会的邀请下，他们从东北来到晋江，选择投身民办教育事业。“是晋江优厚的人才政策和不断提升的城市品质促使我们下定决心留下来。”钱玉琴说。

　　如果说医疗在于提“质”，高校建设则在于提“位”。作为一个县级市，晋江拥有3所本科以上高校，其中更有国科大、福大等“双一流”高校，这在全国都是少见的。

　　“高水平本科教育的入驻更是意义重大。”福大晋江科教园相关负责人表示，去年9月5日，福州大学海洋学院本科240名新生成建制入驻晋江科教园区，涵盖海洋学院电气工程及其自动化、物流管理、水利水电工程、机械设计制造及其自动化、生物技术、电子信息工程等6个专业。今后的晋江，将真正成为大学生成长的摇篮。

　　城市品质和品位的不断提升，也促进了高端人才社区、产业园区综合性商业圈的打造。同时，随着全民健身中心、足球主题公园、八仙山公园、晋江南岸生态公园等一系列高品质休闲运动场所的构建，一个最优的工作生活环境将更好地满足众多优秀人才的品质生活需求。

　　5月20日，历经三个多月转产口罩，经福建省药品监督管理局审批，恒安集团正式获批五年期医疗器械生产许可证，这意味着口罩将成为恒安集团今后常态化生产的产品，扩充集团在卫生用品类别中的新板块。 

　　5月25日晚间，中国医药保健品进出口商会发布的《取得国外标准认证或注册的医疗物资生产企业清单》中，晋江劲霸男装有限公司荣列其中，成为晋江市首家且唯一一家进入商务部出口“白名单”的医用口罩生产企业。劲霸男装也是晋江市唯一一家入围国家药监局和商务部出口白名单“双认证”的企业。自此晋江市有了第一张出口医用口罩的通关“护身符”。

　　创新创造，是“晋江经验”的活力源泉，也是晋江实体经济在改革开放40多年来一直勇立潮头的秘诀。

　　5月15日，国内无人驾驶领域领先企业牧月科技公司总部落地晋江，成为晋江引入的又一家优质企业。和牧月科技同在三创园区的福建信同科技有限公司，入驻还不到一年时间就研发出了自有知识产权数字预失真（DPD）芯片，申请专利达40多项，打破国内空白，目前第一代产品已经送样给下游客户，预计将在今年量产。

　　牧月科技、信同科技的落户，是晋江近年来大力引进、发展以集成电路“芯”产业为主的新兴产业的缩影。

　　“未来是大数据、5G时代，我们决心做万物智联科技，嫁接鞋服等多个领域方向。”信泰集团总裁蔡清来表示，集成电路产业与现有的纺织鞋服、体育用品等优势产业相结合，将有更大、更深层次的市场空间。

　　新时代下，推动人工智能与产业融合发展，也是增强区域竞争力的重要抓手。 “新基建的机遇和发展空间就在于为数众多的工厂的升级改造，是未来晋江产业集群转型升级实现纵深发展的重要内核。”泉州国涛半导体科技有限公司相关负责人表示，现有产业为新引入的集成电路、新材料、新能源等产业提供了广阔的本地土壤。

　　抓龙头、铸链条、建集群。从IC设计、晶圆制造、封装测试到装备材料、终端应用等，如今，晋江集成电路产业生态圈总投资超600亿元，全产业链生态圈正在逐步构建。
